How to Apply for Study Leave in HRMS

Study Leave is one of the most misunderstood leave types in HRMS. Many employees think it works like Earned Leave or Extraordinary Leave—but it doesn’t. Study Leave is a long-term, purpose-specific leave, granted only when the government or organization is satisfied that the course you are pursuing will directly benefit public service or official work.

Because Study Leave can keep you away from duty for months (sometimes years), HRMS treats it as a special administrative case, not a routine leave request. Approval depends not just on dates, but on your service length, course relevance, age, and future service commitment. That’s why documentation and justification matter as much as the application itself.

This guide explains how to apply for Study Leave in HRMS, what documents are required, eligibility rules for 2026, and how the approval process actually works behind the scenes.

 Study Leave in HRMS

What Is Study Leave?

Study Leave is granted to enable an employee to:

  • Pursue higher education
  • Undertake specialized training
  • Acquire professional or technical qualifications

The key condition is that the study must be clearly linked to your official duties or improve your effectiveness in public service.

It is not granted automatically, even if you meet eligibility conditions.

1. How to Apply for Study Leave in e-HRMS 2.0 (Step-by-Step)

Most Central Government departments and many State Governments now process Study Leave through e-HRMS 2.0 using the Employee Self Service (ESS) module.

Step 1: Log In

  • Visit ehrms.gov.in
  • Log in using e-Parichay (NIC / government email + OTP)

Step 2: Navigate to Leave Module

Go to:

  • Employee Services
  • Leave
  • Apply Leave

Step 3: Select Leave Type

From the dropdown, choose:

  • Study Leave

Once selected, the system may open additional mandatory fields.

Step 4: Enter Course & Leave Details

You must carefully fill:

  • From Date and To Date
  • Name of Course
  • Name of University / Institution
  • Country / Location (if abroad)

In the Remarks / Justification section, clearly explain:

  • How the course relates to your present or future duties
  • How it benefits the department or public administration

Avoid vague statements. Be specific.

Step 5: Upload Mandatory Documents

Study Leave applications will not move forward without attachments.

You must upload:

  • Admission / Offer Letter from the institution
  • Detailed Course Prospectus / Syllabus
  • Justification Letter (official relevance of the course)

All documents should be clear PDFs, usually under 2–3 MB each.

Step 6: Submit Application

  • Click Submit / Forward
  • The request goes first to your Reporting / Controlling Officer
  • From there, it is forwarded to the Administrative Branch / Nodal Officer

Do not assume approval at this stage. This is only the beginning.

2. Eligibility Rules for Study Leave (2026)

These rules apply broadly across Central Government departments, with minor variations.

Rule Requirement
Minimum service Usually 5 years (7 years for AIS officers)
Maximum total study leave 24 months in entire service
Health Services Up to 36 months
One-time spell Normally not more than 12 months
Age restriction Generally not allowed within 3 years of retirement
Bond Mandatory service bond after return

Departments may relax or tighten rules based on cadre and discipline.

3. Approval Workflow (How It Actually Moves)

Study Leave approval is multi-level and slow by design.

Step-by-Step Flow

1.  Employee submits application in HRMS

2.  Reporting Officer reviews and forwards

3.  Administrative Branch checks:

  • Service length
  • Past leave record
  • Course relevance

4.  File is placed before Competent Authority

5.  Formal Sanction Order is issued

6.  Employee executes a Service Bond

7.  Only then can the employee proceed on leave

Until the Sanction Order is issued, Study Leave is not valid.

4. Bond & Service Commitment (Very Important)

Before going on Study Leave, you must execute a bond agreeing to:

  • Serve the government for at least 3 years after returning
  • Refund salary and expenses if you fail to rejoin or resign early

The bond is a legal document, not a formality.

5. Salary & Other Conditions During Study Leave

  • You usually receive leave salary equal to last pay drawn
  • You cannot take any other employment or paid work
  • Scholarships or stipends may need prior approval
  • Period counts as service, subject to rules

6. Combining Study Leave with Other Leaves

Study Leave can be combined with:

  • Earned Leave
  • Half Pay Leave

However:

  • Total absence normally cannot exceed 28 months
  •  For PhD or long research, some departments allow up to 36 months

7. Station Leave & Foreign Study

If:

  • The institution is outside your headquarters, or
  • The course is abroad

You must:

  • Apply for Station Leave
  • Obtain foreign travel clearance, if applicable

These are usually separate but linked approvals.

Common Reasons for Rejection

  • Course not relevant to official duties
  • Insufficient service length
  • Applying too close to retirement
  • Weak justification letter
  • Incomplete or unclear documents

Best Practices

  • Discuss informally with your Reporting Officer before applying
  • Prepare documents well in advance
  • Write a strong, service-oriented justification
  • Apply early—Study Leave approvals take time
  • Track status regularly in HRMS

Final Thoughts

Study Leave is not just a benefit—it’s an investment by the organization in your skills. HRMS makes the process transparent, but it does not make it automatic. Approval depends on how well you present your case, how complete your documents are, and whether your study genuinely aligns with public interest.

If done properly, Study Leave can shape the rest of your career. Treat the application with the seriousness it deserves.
